Puppies seized after one is beaten; owner arrested

Samuel Lee Co ee, 46, of Leesburg, was arrested April 26, and charged with cruelty to non-livestock animals. Camp County Sheri Alan McCandless, along with Chief Deputy Randal Lain Jr., were dispatched to the call at 8:45 that morning. “We had been advised that Co ee was beating a dog with a bat in his front yard,” Sheri McCandless said. “Upon arrival, we observed Co ee walking in the area where he lives. Chief Deputy Lain asked Co ee if he was beating his dog with a bat. He said ‘no,’ as he walked to the location of two puppies that were chained to stakes in the yard. Co ee said when he fed his two 5-month-old puppies that morning one of them kept biting at his hands, so he grabbed a stick to whip the dog.”
