Every person’s anguish(EPA) strikes again affecting us all

The Environmental Protection Agency (EPA) or as I like to call them, “Every Person`s Anguish” has yet again ruled on a situation where they have no authority and the outcome reverses decisions made by Congress and has been upheld in the courts for the last 100 years.
Here is the background: The Wind Rivers Tribes (Wyoming) petitioned the EPA to be treated like a “state” so they could receive federal funding under the guise to implement and enforce EPA regulations. They were basically looking for a payday.
Best I can tell there was no ruling on that request, but the EPA with help from the Department of the Interior, Department of Justice, and the White House administration decided to move the tribal boundaries, which in turn added an additional million acres along with three towns. The State of Wyoming, and its governor, is incensed.
